New and looking for opponents!

As the title says, I'm new to CRA's multiplayer and this forum. Unfortunately I've heard that CRA's Wifi is region-locked. If this is true, it would explain why both now and when I got the game a few years ago, I can't find seem to find opponents. So I'm wondering...

Is Wifi region locked?
If yes, are there any players with the PAL version?
Any pointers for a newbie?

Yeah, it's region locked. If you're looking for someone to battle, talk to Ruigtand.
